Previously an undeveloped island off Zhoushan in Zhejiang Province, JTP delivered the masterplan, detailed town centre plan and design guidelines for Changzhi Island.

The masterplan draws on the best traditions of European and Chinese urban design, creating a coherent framework that balances natural landscapes, waterways and urban life. At its heart is a compact town centre, defined by a perimeter canal and a series of squares and streets, which forms the focal point of residential, commercial, cultural, and leisure activities. A dedicated cultural quarter, connected via an urban park, links the town centre to the island’s two hills, strengthening both accessibility and public realm quality.

The town centre looks onto a large marina which creates a sense of arrival where the existing bridge meets the island. An executive golf course to the south is surrounded by high-quality, high value residential areas, and, to the east of the island, a new campus for the Zhejiang Oceanographic University has already been created.

Along the waterfront, JTP designed a sequence of spaces offering both vibrant and tranquil experiences, incorporating cafés, a seafood restaurant and a mix of other uses. The Design Code provides detailed guidance on architectural character, urban block layout, public spaces, streets and parking, ensuring the town centre develops consistently while maintaining its unique identity and high-quality public realm.
