The JTP team proposed ways to sustainably expand the local economy without damaging the existing environment and assets. These included the sustainable development of existing tourism; transforming Liubu town centre into a vibrant hub for the surrounding area; the sustainable enhancement of the local agricultural economy; and establishing the local transport network to enable the area to function efficiantly and to high environmental standards.

The masterplan elaborated on five key character areas, including ‘Liubu Town Centre’, ‘Pilgrim Route’, ‘Blue Mountain’, ‘High Dam’ and ‘Permaculture Village’.
