Design emphasis was placed on the enhancement of the existing landscape character to deliver a town with hill and water views creating a beautiful garden city with a sense of place and local identity. The new city will help realise the aspirations of Luzhou as a modern thriving metropolis of many centres.

The masterplan incorporates a comprehensive set of spatial strategies and framework for the new town, including land use and development intensity, traffic circulation and slow movement, open space and landscape, building heights and public facilities provision. These are all underpinned by an over-arching low carbon development and water sensitive urban design strategy that will substantially reduce energy and water consumption.

– Preparation of a comprehensive vision, strategy and design framework for Luzhou North Wine City, establishing a distinctive wine-focussed new town and industry hub that supports Luzhou’s growth as a multi-centred modern metropolis.

– Delivery of an intensive, on-site stakeholder charrette that aligned public and private interests.

– A masterplan rooted in the enhancement of existing hills and water systems, shaping a garden city with strong local identity, long views and a high-quality public realm.

– Integration of low-carbon development principles and water-sensitive urban design to significantly reduce energy demand and water consumption across the new town.

– Preparation of a detailed urban design masterplan and architectural design codes for the Phase 1A HQ district, establishing a robust foundation for high-quality delivery.

– Phase 1A structured as a layered urban environment, drawing inspiration from the incremental growth of historic towns to create socially and economically diverse neighbourhoods with rich spatial character.
