Chelmsford Garden Community will be a thriving settlement that offers the best of town and country living.

Planning applications for Chelmsford Garden Community (CGC) have been brought forward by Ptarmigan Land for Zone 1, Countryside L&Q for Zone 2 and Halley Developments for Zone 3 and Northern Radial Distributor Road (NRDR). The planning applications will accord with the approved CGC Development Framework Document (DFD) and Infrastructure Delivery Plan (IDP) which sets out the Vision and Framework for the Garden Community.

Vision

Chelmsford Garden Community will be a thriving new settlement offering the best of town and country living. It will deliver new housing with healthy placemaking principles, new employment opportunities, a supporting movement network, social and recreational facilities and quality open spaces for people and nature. It will build on the success of the new neighbourhoods of Beaulieu and Channels and be a Garden Community that meets the needs of the growing City.

The Garden Community will be designed in collaboration with new and existing residents, with opportunities for the community to engage in long-term stewardship, ultimately contributing to the legacy of a sustainable community.

Background

The masterplanning and promotion of the Garden Community is being led by a Developer Consortium Countryside L&Q, Ptarmigan Land and Halley Developments in collaboration with Chelmsford City Council (CCC) and Essex County Council (ECC).

A Development Framework Document, which sets out the principles of the new community’s land uses, access, and landscaping principles, and The Infrastructure Delivery Plan, which sets out the framework for what infrastructure needs to be provided, have both been approved by CCC.
