Unanimous Planning Approval for Blackbird Leys Community Centre Marks Next Major Step in Estate Regeneration
The unanimous planning approval of the new Blackbird Leys Community Centre marks a key milestone in the estate regeneration led by JTP on behalf of Peabody and Oxford City Council.

Designed as a sustainable, flexible, three-storey community hub, the Centre will form the physical and social heart of the neighbourhood. Shaped through a 14-month co-design process, led by local cooperative Transition by Design, it reflects a shared vision between residents, stakeholders and the design team for a vibrant and inclusive space that responds to local needs. Developed in collaboration with Oxford-based architects, Jessop & Cook, the new building will include three community halls, a communal garden, rentable offices and breakout spaces – supporting a wide range of local groups and activities.

The Centre sits at the heart of the wider regeneration, now under construction, across Blackbird Leys. Also led by JTP, the proposals will deliver 294 affordable low-energy homes, retail units for existing traders, a new public square, road improvements and nearly 10,000m² of public open space. Together, repairing fragmented urban grain and transforming underused land into a connected and healthy landscape-led neighbourhood.
