In December 2022 and January 2023, the local community was invited to view and comment on the emerging proposals for Land at Plough Road, Smallfield, before they are developed into an Outline Planning Application for the site. Background
Landform Smallfield Limited are preparing proposals for an Outline Planning Application for the development of up to 120 homes on land at Plough Road, with associated infrastructure, open space, vehicular and pedestrian access. This includes engineering works to provide for flood relief in relation to existing flood issues in Smallfield. The application will be accompanied by a set of Parameter Plans and written parameters, with which any future detailed Reserved Matters Applications will need to accord.

The site covers a total of 12.47 hectares of mainly agricultural fields divided into three parcels of land extending north of Plough Road, each of which is bound by a continuous line of mature hedgerows and trees. It is proposed that built form be restricted to the central field, with the northern and eastern fields proposed to provide flood relief areas for the wider Smallfield area.

The application is being prepared in accordance with the draft allocation for the site in Tandridge District Council’s (TDC) Emerging Local Plan. This identifies the central and northern parcels for release from the Green Belt and development of up to 120 homes. The application boundary includes additional land on the eastern field to accommodate the flood relief scheme but not residential development. The site allocation boundary in the emerging plan only covers the land that is necessary to be released from the Green Belt, therefore the eastern-most field will remain designated Green Belt land.
