JTP Wins Approval for Significant Regeneration Project in Havering

JTP has gained detailed planning approval for the redevelopment of Napier and New Plymouth House as the first phase of London Borough of Havering’s joint venture estate regeneration programme with Wates Residential, in which the £1 billion programme will deliver around 5,000 high quality homes over the next 12 to 15 years.

The project will replace two poor-quality 13 storey tower blocks that had a negative impact on the street, neighbourhood and wider area with a new community formed of mid-rise high-density buildings, arranged around a series of new open spaces and public realm.

The site is located 500m from Rainham Village and Rainham train station and is within the Rainham & Beam Park Strategic Development Area. At the heart of this area is the Beam Parkway Highway Improvements Plan, which looks to create more sustainably focused movement along the A1306.

The project will provide 197 homes in a mix of one, two and three-bedroom apartments and duplexes, of which 64% will be affordable, set around three generously proportioned, well over-looked podium gardens. A new linear landscaped street echoing the alignment of a historical route between New Road and Dunedin Road and addressing the desire lines for pedestrian and cycle movement will provide communal play and amenity space at the heart of the neighbourhood.

Low-rise buildings are proposed to the north and west of the site sensitively addressing the existing residential edge, with increasing height along New Road. A family of brick buildings are designed to reflect tones and textures of nearby Rainham Marshes through the use of three silt-toned bricks. Secondary elements such as stone banding, brick recesses and balconies create an elegant but well-articulated façade.

A programme of community engagement included an event at Rainham Primary School to include schoolchildren in the design of the new neighbourhood using the computer game Minecraft. Local residents and stakeholders were also invited to community planning events to give them the opportunity to engage with the design team and developers which has been key to understanding the context and aspirations of the existing community.

The existing buildings are currently being demolished with construction work expected to start early 2020.
